No certificate, no permit
Film permits in Los Angeles, rental houses and locations all ask for a certificate of insurance before you shoot, usually naming them as additional insured. Rented cameras, lenses and grip gear need coverage from pickup to return.
I place productions with carriers that write entertainment risks, either for a single production or on an annual policy for companies that shoot all year.
- General liabilityThe certificate film permits and locations require.
- EquipmentOwned and rented cameras, lenses, lighting and grip.
- Third-party property damageDamage to the locations you shoot in.
- Workers' compCast and crew, including short-term hires.
What underwriters will ask
Having these ready means I can go to market on the first call. The quote form asks for the same things, and anything you don’t know yet can wait.
- Production: type, budget and shoot dates.
- Locations: where you're shooting and any permits needed.
- Equipment: owned and rented, with values.
- Risky elements: stunts, vehicles, pyrotechnics, water or drones.
- Crew: how cast and crew are paid.
- Certificates: who needs to be named, such as the city, location owners and rental houses.
Before a Los Angeles permit releases
For the City of Los Angeles, a FilmLA application needs at least three full business days of lead time, not counting the day you submit, and it is due in MyFilmLA by 10 a.m. Late applications are not processed. Stunts, special effects, gunfire, aerial work and closures need more lead time, and City parks and some other City properties need at least four business days.
- Insurance first. FilmLA says final permits will not be released until all insurance has been reviewed and approved by FilmLA. Insurance is submitted through KwikComply on an ACORD 25 certificate, and the requirements vary by activity and location. Limits and named parties are on my Los Angeles film permit insurance page.
- Neighbors are told. FilmLA's standard notification service meets the City's requirement with a three-day lead time. Exceptional activity may need more notice.
- Hours matter. Standard filming hours are 7 a.m. to 10 p.m. on weekdays and 9 a.m. to 10 p.m. on weekends. Outside those hours the City may require a filming survey showing support from affected residents.
- Fire and police. Eligible shoots can use the LAFD Spot Check program. Others are assigned a Uniformed Fire Safety Officer. Off-duty or retired LAPD officers may be required, depending on the location and activities.
I build the certificate against the permit's activity list, not just the address.
Minors on set: two permits and a teacher
Hiring anyone under 18 in California takes two Labor Commissioner permits and, for most ages, a studio teacher.
- The employer's permit. Any individual or business that intends to employ a performer under 18 in California needs a Permit to Employ Minors in the Entertainment Industry. It is valid only as long as the employer has a valid workers' compensation policy, and it must be renewed when that policy is renewed or changes. The certificate must show the employer's exact legal name, including fictitious business names, and the address of each location. DIR asks for renewals 30 to 60 days before the permit expires.
- The minor's permit. All minors working in the entertainment industry in California must register for an Entertainment Work Permit. Registrants renew every six months. A one-time 10-day permit is open to first-time registrants only, not renewals or 16- and 17-year-olds. Applicants 14 to 17 must finish sexual harassment prevention training before the permit issues.
- The studio teacher. Under 8 CCR 11755.2, employers must provide a studio teacher on each call for minors from 15 days old until their 16th birthday, and for ages 16 to 18 when needed for the minor's education. The ratio is one teacher for each ten minors or fraction of ten, or one for each twenty on Saturdays, Sundays, holidays and school vacations. Under 8 CCR 11760, babies 15 days to six weeks old need a nurse and a studio teacher for each three or fewer.
Under Labor Code 1308.5, employing a minor in violation of that section is a misdemeanor, and failing to produce the Labor Commissioner's written consent is prima facie evidence of illegal employment. I line up workers' comp dates with the employer permit so neither lapses mid-shoot.
Film production insurance, answered
Do I need insurance for a film permit in Los Angeles?
Yes. Film permits in Los Angeles require a certificate of liability insurance naming the city, and locations usually want to be named too.
Short-term or annual policy?
A short-term policy covers one production. If you shoot several times a year, an annual policy is usually simpler and cheaper overall.
Is rented equipment covered?
It can be, with rented equipment coverage. Rental houses require it before releasing gear.
Are stunts and vehicles covered?
They have to be disclosed. Stunts, picture cars, pyrotechnics, water work and drones change what's needed.
Do I need a permit for personal video at a California state park or beach?
No. The California Film Commission says filming for personal use without commercial equipment at a state park or beach doesn't need a permit.
How many hours can a child actor work in California?
Under 8 CCR 11760, on school days ages 9 to under 16 may be at the workplace up to 9 hours with no more than 5 hours of work, and ages 16 to under 18 up to 10 hours with no more than 6. Twelve hours must pass between a minor's dismissal and the next day's call.
Do you offer film production insurance outside California?
Yes. Clients across the country send the same quote form. Sam Alishahi is licensed in all 50 states and Washington, DC and places policies there directly. The shopping across carriers works the same way. Rules, minimums and markets differ by state — see insurance requirements by state.
